Currently he is the 1st Vice President of the Filipino American Press Club of California, a Board of Trustee of The Filipino Community of Santa Clara County, on the Board of Directors of the Filipino American Chamber of Commerce of Silicon Valley, one of the Founding Board Members of the Coalition of Filipino American Chambers of Commerce, as well as a member of the Philippine US Business Council.

He is a licensed Notary Public in the State of California and a licensed Insurance Agent in the US working for Dignity Memorial, the largest cemetery and funeral company in the world as a Pre-Planning Advisor.

Yoliesil has been doing the Show Your Care Humanitarian Mission for 6 years and is still ongoing in the Philippines. The weekly feeding program is held in PGH and National Children's Hospital.

Francis is currently the owner and President of the Philippine News Today. It is the longest running publication in California and was established in 1961. He manages all aspects of the paper from its print to online presence. He handles its strategic planning, operations, finance and budgeting, contract negotiations, Human Resources and multimedia management.

Friends call him Francis was also a former banker as he was a Manager of Western State Bank in South San Francisco. He is in charge of hiring and supervising all the staff that works in the bank.

Francis is a highly recognized and multi awarded community leader. In 2003, he was the recipient of Filipino Choice award in print media and was honored as a former President of the San Mateo County Filipino American Chamber of Commerce.
